City of Heroes is the game name for the lustrous Paragon City where aliens, toxic waste, experimental biological agents (and several weirder things) conspire to make you, the player, a Super Hero.  (Unless of course you have no moral principles, in which case they conspire to make you a ruthless villain in the Rogue Isles)
